Information on Private Kindergarten Subsidies

Kyoto City subsidizes part of the enrollment fee and the tuition fees for parents who enroll their child in a private kindergarten. The subsidy is also available to parents who enroll their child in a kindergarten outside of the city. Please inquire about applying for a subsidy directly with the kindergarten.

Qualification for application

You must reside in the city of Kyoto and your child, of 3-5 years of age, must be enrolled in a private kindergarten.

To apply, you must complete an application form and submit it to the kindergarten. The form will provided by the kindergarten in July, and must be submitted by the July 15th deadline. You will receive the subsidy through the kindergarten at the end of November.

You will need to attach copy of your “Residential Tax Payment Letter” (Nouzei tsuchi sho) if any of the following apply:
Because you are foreign residents, you WILL need to attach this.

- If you were not resident in the city of Kyoto on January 1st.
- If any member of the household is registered as a foreign resident.
*This will presumably apply to you.
- If the parent and child live at different addresses.
- If a parent is a “business bachelor” (working on assignment at a location distant from the family home).
- If the child entered school in the middle of the semester.

The subsidy varies according to household income and the child’s birth order.
